Using this website http://www.dslreports.com/speedtest, I had observed my upstream bufferbloat to be 500+ ms.(two different internet providers and two different modems)
Replacing the ISP modem with a netgear cm500 modem, decreased upstream bufferbloat by a factor of 5.
