Your story makes little sense

When you build something in the range of t2 pd, it does not always start shooting it. i guess that is the real reason. just needed to click that PD.

Also just enable in settings "single unit selected rings" or something like that and when you select your PDs you will see the range.

They both have 50 range, but UEF and Aeon pd have splash damage, which can be used with ground fire to kill Seraphim and Cybran pd uncontested.
