So far as I know, the chance to the mazor was simply that it now works while the commander has wet feet (but the laser emitter is above the water). It still won't work when you're actually under the water (but you can now walk some way into the water and use it on surface targets)

except tele-mazor underwater which seemingly didn't work (it's supposed to right?)

the problem was mainly the chat not showing random entries from people when the chat box was closed. my own entires were never affected. taking a screenshot would undo it so i don't have a screenshot unfortunately.
