Just fix your permissions. In your case deleting the files in your c:\programdata\faforever\logs directory should do it, since they seem to have the bad permissions.

This is not a great fix for it, but it should work. You can edit the registry setting ENABLELUA and change it from 1 to 0 (hit windows-r, enter regedit.exe, search for enablelua, and change the value). HOWEVER, this will basically make everything run as administrator, so I'd be careful doing it. You will have to restart for the changes to take effect. I haven't updated to 10 on my personal computer, so I'm not absolutely positive it will work with supcom, but it should.

[Errno13\ Permission denied: 'C:\\program Files(x86)\\Forged Alliance Forever\\FAForever.exe.log'

I uninstalled it, reinstalled it. I found that all the files and subfolders were read only so I changed those permissions (had to reboot for that to work properly >.<) and it still not working. I created a file called FAForever.exe.log using the DOS copy con command and that worked but its still no working (file is NOT read only). I have tried reinstalling it 3 times now and its still a non starter.
