TLDR: Screw AV that isn't actually disabled when you tell it to disable itself...

Turns out disabling antivirus was not enough to totally rule it out. AV still had some kinda hook into the network stack. I could have it totally disabled and clean booted and still have the problem happen. Uninstalling is the only thing that fixed it. I had full exceptions for FAF and all executables for the game itself but it still glitched out. Started happening after a recent update to FAF (AV had worked great with the game for years).

Eventually came back to it being an AV problem after trying everything else. Driver updates, different NIC entirely, port forwarding vs none... I had assumed it wasnt AV since I had "disabled it" by telling it to turn off and killing its executables... Go figure.

Per the windows event log I removed the offending file and repaired FAF with no luck. Also tried reinstalling. All system drivers are good and the game was running flawlessly one game and then started doing this the next with no changes to the system.
