Open up task manager, go to processes, and sort by CPU usage (percentage). Try to find out which program it is by looking at the name and description, then check if you actually need it or if it's something using CPU that you don't need.

If you don't know what it is, then you probably shouldn't touch it. The "System Idle ..." takes up all the remaining CPU, don't try to stop that.

How do I check if it is running in background?

Check what else is using your cpu while cpu test with bad score happens. I had many issues with windows update running in the background in last week.

I am not sure what is going on, my cpu used to get ratings below 200 and now its all 250 plus. In thermo the other day, I used to run it no problem, about 20 minutes in I had to leave because I was lagging game. I am not sure what happened to my cpu, its an i7-k700HQ. It should handle these games no problem.
