We need a way to reliably reproduce this in a sandbox game. Start a sandbox game with one AI and cheating enabled. You can switch between players using the Alt+F2 cheat menu and Ctrl-K the AI commander. Then you can spawn units and do tests.

Yup something fishy with targetting. I've often seen arty just standing still and not shooting with a firing order and visible units.

If t1 arty has a focus fire order on a unit and the unit moves first away from the arty and then towards it, the arty first moves also towards the unit coming at it, instead of just standig still. But after that it gets even weirder, it seems to follow the unit it acutally should fire on. As soon the focused unit stops again, the arty fires again.
