can't help you if you are not answering questions. Tell what CPU and GPU you have and how much RAM. How many units you build, how many AIs? do they make many units that get stuck and keep pushing against each other? Maybe it is just normal to have lag at that point.

You should also check that there is nothing else consuming CPU power, since you installed fresh win7 you probably need to download abour 350 updates. windows update can eat a lot of PC resources.
RAM numbers can be importan, if there is not enought RAM, windos will try to optimise and that consumes CPU power as well.

Do you play vya FAF or without FAF?
Also what speed do you get at 30 minutes? game speed is displayed in top right as far as i remember, when slowing down it should go -1 then -2 then -3 etc, etc.
