Regular frame rate drops - Gets worse as match progresses

The frame rate drops in the game even at the start of a skirmish against a single A.I. on a small map.
As the match progresses the drops become more frequent and persist even after the match gets restarted.
This wasn't the issue when I first got the game in 2015.

I'm running the game at the lowest quality settings and at compatibility mode in "Windows XP (Service Pack 3)".
My laptop secs are...
Windows 8.1
Intel Core i7-4720HQ 2.60GHz
16 GB Ram
64-bit Operating System x64-based processor
