If it's a feature of the Illuminate t2 ghetto to be a pain in the ass to use for ACU snipes, then it's also a feature of the Salem to be a pain in the ass to use in narrow water passages. If one cannot be addressed because it taps into faction balance, the same applies to the other. Anything else would be favoritism.

Maybe we can use some glitches like respawning the unit with new movement-layer values.

But for now, we can't change the "walk on land" behavior. (at least, i can't)
