not sure if hitting the ground is a major problem for them right now, and not really sure if i like that idea.
the nomads had a t3 hover tank (from what i remember it was a bit like othuum with just 1-2 straight directed guns and less hp), it seemed OP in some games, but the details can be balanced seperately ofc (like speed penalty on water, as other hover units have atm).
amphibious units have the element of suprise though, as it's harder to spot them, usually harder to fight them (current meta is frigate spam), and they can idle next to islands, just waiting to raid again
