not sure if hitting the ground is a major problem for them right now, and not really sure if i like that idea.
the nomads had a t3 hover tank (from what i remember it was a bit like othuum with just 1-2 straight directed guns and less hp), it seemed OP in some games, but the details can be balanced seperately ofc (like speed penalty on water, as other hover units have atm).
amphibious units have the element of suprise though, as it's harder to spot them, usually harder to fight them (current meta is frigate spam), and they can idle next to islands, just waiting to raid again

that would surely help them against loyalist/harb raids (and maybe to catch percy/bricks better), but the current reason for not doing that is that they would kill harbies too well, dominating aeon t3 land almost completely

percival is expensive af, 1 minute at factory, othuum is for early stages where ppl spam T1 or T2, but if you try to use percivals :lol: :lol:

Compare to them Othuum has one of the most efficient dps/mass and hp/mass stats from all land units. It has good range and packs a lot of mass in one unit so it will be very hard to pack enough frigates in one area to fight mass sufficient force. And you can even increace total hp number with t3 hover shield. So for 4 othuums and one shield you get 15 cybran frigates. 36800 hp with 1600 dps vs 28500 hp with 964 dps. Got to remind that Cybran frigate is probably most efficient naval unit in game.

Sure in wast open area there won't be a lot of problems if you stay out range and shoot these with destroyers, but on hover biassed maps like Wilderness, Paradise, ect there will be no counter against it for other factions. It would make sence if sniper bot was hover, but it creates a lot of imbalance for mentioned maps. Seraphim already have big advantage there with hover t1 arty and awesome t2 hover tank.

No. Why?

The Seraphim have a T3 hovering mobile shield, a T3 submarine, and T2 hovering flak, and a very good T2 hover tank. Not to mention a Destroyer that is already good at killing hover spam. Adding a hovering T3 tank to the unit roster on water would make the seraphim incredibly powerful on water... Not to mention that the Othuum is a tank with tracks - it doesn't hover.
