I don't see much point in changing this. Having it grow as it's upgraded makes a bit more "realistic" sense, but right now changes to the game are at a premium, and I think this would take a good bit of modding, if its even possible. And then you have to account for what would happen if the upgrade gets cancelled, etc. What would this add to the game? The change isn't worth the effort, imo.
