Where is the Exception Dialog

When FAF crashes it showes a dialog with Abort, Ignore and Continue buttons. Where is this created in the source code? I can't find it.
I'm not asking because I'm using it for development on FAF, it just seems like a very nice thing to have for my own projects

Btw Zep, which IDE do you use for Python? I currently use Komodo Edit and before that Idle, they both aren't ideal.
