Cant attack planet with 98,5%?

Hi,

I just noticed I cant attack 150 as UEF. Current Occupation is:
UEF: 98,5%
Cyb: 0,1%
Sera: 1,5%

For sure we cant gain another 10% by winning, still there should be a way to totaly get rid of the other factions?!

Dont know if this is ment to be this way or if you already know about.
