Well, whoever it is
It's a cybran exploting this and has won 40% on the planet by being a clever but terrible person.
Edit: They now have majority on the planet and are constantly defending and still doing this. It's now impossible to attack.

While attacking a planet, if someone deliberately loses their connection while defending, the attack is canceled completely. Twice I have attacked 119- and each time with a few minutes left to go on the timer someone has exploited this to lose all progress.
Tell me if any logs will be useful.
