current guess: we always get the "you're now dominating the uef" notification when someone attacks or gets 5% on a planet which still has remaining uef occupation percentages

what happened:
multiple server notifications that uef will now fight for cybran, apparently sera and aeon got them aswell (can't confirm)
can't buy uef reinforcements
