map - center planet zoom issue

I found an interesting though low priority bug.

to reproduce:
* charge an attack
* click on the charge bar
* before the zoom finishes, move the mouse cursor over to the map

result:
Map starts to zoom, but then reverts to the previous state. Best manifested when you start with the map fully zoomed out
