Is there a documentation of which person(s) contributed to created each balance change in FAF from 3605 onward?

Why not? http://forums.gaspowered.com/viewtopic.php?f=2&t=48846

From the link (3603 changlog and credits)

...Special thanks to Modders - Prepare, Ragnarok_X, Combine, Ornedan, Recon, DeadMG, Gowerly, Ze_PilOt, Brute51 and Legion_Darrath for their assistance on some components of this patch. Thanks also to the SupCom community who provided early testing of many elements during prototyping.

Even GPG credits their contributors.

I'm not aware of any formal document, but I do know most of it from memory:

- The vast majority of balance changes were actually bug fixes with small balance implications; eg, the mercy hitbox was too small and projectiles would occasionally miss it, or the UEF T3 bomber's energy cost increased to match the other faction's as the original value was a typo.
- Naval wreckage was a feature decided on by Ze_PilOt and integrated from a mod made by someone called "ToxicFrog".
- Bomber reload time increase was decided on by Ze_PilOt to combat what was technically a bug in the bomber scripts.
- The biggest batch of changes is probably 3615, which were the result of much discussion and testing with the members-only balance forum, in an attempt to revitalize underused units (firebeetle, scathis, etc). http://www.faforever.com/mediawiki/index.php/3615
- T3 naval was one of the changes which had almost universal support, as it was considered too cheap before.
- Shield and intel changes were both designed and tested by Ze_PilOt.
- sACU rebalance in 3619 was largely due to pip's extensive testing and modding: http://www.faforever.com/mediawiki/index.php/3619

FYI, I mostly asked the questions in this thread to see who created the changes / versions for FAF. This information is important for future use when evaluating current FAF version and test mod when it returns. If at some time, the community decides to rebalance something that has already been changed, it would be good to be able to speak to the person(s) who balanced this unit. This way, we may consider their reasons for the current unit stats before we change it again if at all.

UBER provides some good information. Perhaps the best approach here is to simply wait until we consider a certain unit or larger balance like T1 vs higher tech, then speak to the previously responsible balancer(s). Between the forum formatting and changelog uninformitiveness, it becomes difficult to remember who made each change and for what reasons. A clear record of bug fixes and balance changes(and the contributors / their reasons / evidence) is essential for streamlining future versions of FAF.
