How are we supposed to report people for griefing?

SEKELFRAER just teamkilled me in a game, is there a way I can report this player?

The background for this is people telling me that I was lagging; while my ping was high on a constant occasion, I've never had any problems with my connection before and after the game it said I had connection problems to one other player. My friend was also playing in this game and he said he didn't notice any lag difference after I had been killed. I'm quite certain I wasn't the source of lag, but even if I was, teamkilling should still be a bannable offense... right?
