hi , its been 2 times in ladder that the game was a draw and i won some global and 1v1 rating but not ladder score and both times i killed the enemy's comm and with the explosion my comm also died , so does both players win some rank or the one who killed it first gets it and the other loses it

There is a difference between the ladder and the rating.
Your rating tries to determine your skill level - if you manage to draw against a player with a higher skill level than yours then you're going to gain some points because the algorithm will assume that if you can draw against people of a higher skill then your current one then you can also beat people of a higher skill than your current one.
Now the ladder is based on your number of victories, a draw is a loss for both parties because both commanders have died so that's why I assume you didn't get a ladder point for drawing.
