Black Screen with cursor on startup

So once again I have this problem and I have no idea what is causing it when I try to host or join a game, my screen just go black with a cursor and nothing happens, only fix that ever worked for me is reinstall of the whole system, I had game installed for 2 weeks and it happend, nothing else have been installed since, Windows is up to date, the game was working fine up to yesterday,
I also when I try to start my game through steam or just normal retail copy same thing happens.

This is what I tried to fix it:
-Setting compatibily mode
-Deleting game.prefs
-Clearing Cache and game data
-Reinstalling my game
-Installing my disc copy instead of steam one

Im not using any mods, if anyone knows how to get it to work again without reinstalling whole system, I would be grateful for help.

I remember having the same issue, are your ports open?

Yes, it was working fine, but I dosnt look like port issue becouse I cant play singleplayer either.

Check integrity of the steam cache.

Your logs don't indicate anything wrong. It just seems to stop loading.

Yeah, Its really strange and reinstalling whole system to fix that is just stupid, im not gonna do that, becouse it might break again in few weeks, there must be better way to fix it.

Can you play offline ?

No, I cant even launch the game, it just gives me black screen, It worked fine this monday I was playing with some friends, another thing I noticed, I was trying to play with settings in game.prefs file to see if this will make any difference and I save my changes but they will reset to default after I start the game.
