Can Phantoms kill withot broke?

Can Phantoms kill other players without broke? Because it's looks not really fine, when Phantom can kill opponent really easy by ignoring shields (with t2 artys on small map).

It's possible in the game, but does rules allows it?

Yesterday player Syava slow game as hell (he is the only guy who build ASF on map Phantom Flat 10x10, and build a lot), speed down to -5. After ~1.5 hour when people just start slacking because nothing happends, he just groundfire my com (in the middle of the base, com had heavy shield and many of t3 shields around). Ofc com just blow up in a second, and my ass was in fire.
Now I wanna know, is it allowed by rulles, and it's "fine" game situation?

there is non real thing stopping it outside of honor rules, also if you see someone attempting to cheese it, just break from them instead.
If this is a report you should do it the way as described in the rules rather then making a post here.

I would like to clarify that:
Do not attack allies without breaking.
That goes for all FFA, phantom, etc.

Integrating no friendly fire into phantom could help this situation.
