- Activating the news ticker. Display the latest news of the galaxy !

- You can send any of your attack to "second in command" by double clicking them.
During the poll (10min), these attacks are displayed in white in the galaxy map.

- Fixing the background.

Suggestion for the news ticker: Add extra dashes to signal the end/start of a new repetition like so: NEWS 1 NEWS 2 NEWS 3 ------------------------- NEWS 1 NEWS 2 NEWS 3 ------------------------------- NEWS 1 etc

I'm not sure but i saw that the countdown is only about 4 minutes and not 10...
But maybe i haven't understood how that command works.
