Should lvl 0 be allowed to put there attacks on hold

When you start off lv 0 attacks are free, so if abused the lv 0 player can place down attacks for free and put them on hold for other players to pick up and use making in turn there attacks free, the lv 0 may do this as many times as they want leaving multiple attacks on hold. and so i believe lv 0 players should not beable to put there attacks on hold but instead drop them all together if they wish, because they arnt loosing any credits.

that is how it is made on purpuse, cooperation.

rank 0 gives attacks, rank 10 gives t3 bots in reinforcements

I'm not saying it's the best solution, but GW is about collaboration.
Also, all ranks should have advantages, but also downsides.

Rank 0 needs to have a role, but maybe if it's possible to limit the number they can have at any one time? Rather then one rank 0 being able to put on hold attacks everywhere. Don't know if it matters enough to be worthwhile...
