Planet loses occupation while over 50%

Planet 4 (and i think also planet 98) were over 50% occupation by aeon and is losing constantly occupation.
Planet 4 was on 99,5% Occupation and loses still.

I explained badly.
It stop decreasing when you own more than 50% of the surrounding planets, not the planet itself.
