Planetary defenses not spawning properly

I just had a few combats against 2 UEF commanders on planet 58. I spawned on the lower left position a few times and my seraphim turrets spawned with me every time that happened. The UEF had turrets on the GW map, but they never spawned for them. Until the last game, where I switched to the lower middle position and had no turrets, and the guy who took my previous position had his turrets.
