No planetary defens on planet with 100% occupation

I defended planet 49 and the planetary defense didn´t appear.
Although it was 100% occupied by my faction.

I'm Seraf and now my faction is enslaved by Aeon; i can't build defenses on planets, even if aeon have 100% of it, i get this message : "You can't build on a planet with less than 51% on influence".
probably the system doesn't "recognize" me as Aeon..
