Nomads test today

I ran a little sandbox today. When I attempt to construct something with my ACU, the game freezes with this error in the log:

WARNING: attempt to retrieve annotation from unknown technique NOMADBuild
WARNING: c:\work\rts\main\code\src\libs\gpggal\EffectD3D9.cpp(89) invalid effect technique requested: NOMADBuild

So uh.... this needs to be fixed before nomads faction can build anything.
