You can download Zulan Hotbuild mod that also works with nomads units here.
Just overwrite your hotbuild.zip in your mods folder, nothing else should be done.
Let me know if something is not working/missing.

Moritz, you cant build t1 mexxs with t2 engies using hotbuild, and cant build t2 pds using it also.

Templates work in the last build of Nomads as far as I know, but I don't have hotbuild.
