Its not posible to post it on normal bug report so i take it here.

I build T2 naval then i build other T1 ->T2->T3 naval but on the secon one i cant build T3 units, becase it was not HQ. So here is some kind of bug that its a posible ubgrade T2->T3 whitou be HQ but with full price and styll witout posibility to build T3 units.

This happend on naval factory, maybe its same in another type factorys too.
