As far as i know there are no such option
At least you can't use russian in game chat for sure, unless you copy-paste it in

you can switch between keyboard layouts with alt+shift (default windows hotkey), often happens by accident too. But this changes only your windows keyboard, and FA uses that, at least for german/english. Maybe it doesn't work for russian or other special characters.

The game doesn't mess with your layout, so it's probably what Zock wrote.
