Can not reclaim anything

Any time I play a game I can not reclaim anything. If I tell any engineer or my commander to reclaim anything the animation starts and then immediately stops and nothing gets reclaimed. If I do any patrol paths the same thing happens. I have reinstalled my OS a few time since I had last opened FAF which has been several months ago, I just downloaded the most recent version of FAF today so I know that is all up to date. I also had to redownload all mods, so I know all of those are up to date as well. There may be some mod causing this, for I am not 100% sure on that though. I have done some research in hopes of finding something that may lead to an answer but I have found nothing so far. All feedback is appreciated.

I have spent the last several hours trying many different options; I had determined that it was a combination of mods that were causing several issues. I play with a lot of mods, and I have determined that using these mods may cause these issue(s).

Total Mayhem V1.20 V1: causes a lot of small lag issues after each command given.
Advance Command Units V11: At the start of each match the commander would not appear, resource bars would not fill, and all buildings would render incorrectly.
Global Mod V2: All units are not able to reclaim anything including destroyed buildings/units, naturally spawned reclaimable items. Units can reclaim buildings until they are destroyed.
Blackops Global Icon Support: The building UI does not appear except for the Land Factory, it also appears to have a small yellow icon on it, but the Land Factory is not selectable and nothing can be built.

With all of the mods that I play with I have experienced no issues in the very early part of each match, there may be issues in late game that I have yet to discover, as I discover more issues and such I will post them as they come.
