Cannot build in total mayhem mod.

Help, i am playing a FAF game and i have total mayhem (blackopsicons included) but i cannot build. I know that it works because i disabled the mod to see if it does work without and it does let me build without total mayhem.

When i click the commander, it shows this:



I cannot build or do anything. Clicking the factory icon doesn't do anything. Is there something wrong? Do i have to click a certain button to do it? I am not sure if this is a bug or a command i didn't know about. I'm not sure.
