Downloading game files (FAF, FAFBeta etc) taking forever

Download rate not capped, and the file download effectively times out. Proceeds at less than 64kbit/s.

This appears to be intermittent, but when it does happen it doesn't come good for hours. Is there a problem with our server or is this something else entirely?
Note that this also affects attempts to download faf.msi to reinstall the lobby.

This has been affecting me non-stop, not intermittently.

until a resolution is found, I am effectively out o' the game.
