Keys not bindable

For a while now I have been unable to bind Control-M. I previously had this set to select nearest idle T1 mex (so I could select then upgrade them). Now I it doesn't work and 'M' is not bindable to anything else (pressing it in key binding) just doesn't do anything. The odd thing is ALT-M is bindable. Anyone else come across anything like this. I tried removing all my mods and even moving my preferences file and creating a new one. The same thing happened. Confused....

Maybe another windows app has that keybinding ...
