It could but no one actually wants collisions on naval units because the pathfinding is so bad, it would just make things worse.

Well,but,If I want to do it, how I will do it ?
I specially want to know the motive that my ships mod dont do it more. :D

Im toying with ships movements and behavior,and Ive noted that ,in the FA the programmer is lazzyer than in Supcomm Vanilla,as show below.
MaxAcceleration = 3.3,
MaxBrake = 3.3,
MaxSpeed = 3.3,
MaxSpeedReverse = 3.3,
When this is fisically impossible for ships
.
Also turning coeficients are inverse from the real hydraulics !!!! So,I think that the FA programmer give a zhit to test anything like true ship movement.

4Th Dimension Mod improved a lot this.For example,in FA Gigantic battleships Y- AXIS sppining fast are very strange IMHO.
