CPU rate become maximum(450) after reinstall OS

My friend have 450 points on in-lobby CPU-rate-meter. But early, it was less than 450. May be it cause because OS reinstalling. What he have to check or do for repair it? Is it really bad for game perfomance or it is only in-lobby CPU-rate-meter bug? What we can do with it?
