CPU rating & CPU affinity

Good afternoon!
I have a processor Intel i5 4200H: 2 physical cores and 4 logical cores. I had everything perfect untill about this year's June. At some point CPU test started to show 450 (before it was 180-200). I managed to find in the internet that in order to fix this, you need to go Task Manager -> Processes -> right click on SupCom -> Process Affinity -> disable CPU0.
In performance tab CPU load looks like:

So after i disable CPU 0, cpu rating started to show 220, but at late game i always have maxsp -3 (12 players, was ok untill June). Any ideas how to fix and what is the problem?

It's a notebook CPU, notebooks suffer from thermal throttling which means in order to keep temperature at acceptable levels they lower CPU clock speed if under load for prolonged amounts of time (ie. 1 hour game) which results in even more decreased simspeed (also simspeed spiking). To solve this make sure you're playing on a flat surface so u don't block fan exhaust, you can buy a cooling pad or a real gaming PC which don't have similar problems with a 10 year old game.

Thank you, but I have recently changed thermal paste, and it does not explain why turning off CPU0 significantly improves CPU rating.

Well, in case someone is interested.
First, a really good solution for cpu rating is managing your cpu affinity (go Task Manager -> Processes -> right click on SupCom -> Process Affinity -> disable CPU0). Usually CPU0 is most loaded, and the game can use only 1 processor, so your CPU can be veeery low.
Second, concerning my problem. It was not due to CPU rating (now I bet in 99% cases rating is ok, and it is your problem). I tried to use different cores for game, disable processes, services - nothing helped. Then I noticed process called "system" and "system interrupts", which consumed fully CPU0 (and relatively 30% of processor). Now I understood that was due to SSD disk, which was inserted in CD-ROM (so I had 2 disks: HDD and SSD), but this CD-ROM works bad. Now I use only SSD in original disk place (not instead CD-ROM), there are no more "system interrupts", and CPU is fine (as well as late game maxsp).
So my processor was loaded due to SSD inserted into the CD ROM place, and that's why I had maxsp low at late game, and had to every game manage CPU Affinity.

When you say "SSD inserted into CD ROM place" What do you mean? on the motherboard?

I am going through same shit you had right now. disabling the 0 processor was working but now it doesnt work anymore. all my games go to -3 even though my processor is perfectly capable of 8v8 games.

Do i have to open my case and fix some shit or what??

OK so basically my disk usage is always at 97-100%. like the pic and problem you see in this link:

I have tried all the steps and am trying more. x^(

Not FAF related but if anyone has fixed this problem, help would be appreciated.
