UEF T2 Field Engis aka. Sparky

If you build with many Sparkys they're ..well they start to build maybe one second and go right after that to the next build without building something.O,o Hard to explaing it.

I went ahead and played around with this. The sparky instantly moving to the next building in queue is a result of its jammer.

Turn the jammer off, sparky builds normally.
