Keymapping Problem: Can't map Toggle All Unit Abilities

I've been recently customizing my keybindings and I tried to add Toggle All Unit Abilities but it doesn't work. None of the Toggle Ability xxxxx work.
Most other key mappings work fine.

Any suggestions?

I tried disabling all mods already.
