There appears to be a problem with 1v1 ladder matching, at least in my case. My ladder ranking is ~1,100 yet I only get matched with individuals in the 500-700 range, even when other members at 1,100 are queued up. Initially I believed that perhaps no one of my rank was queuing, but it turned out that the ladder will never match me with certain players of approximately my rank no matter how long we are queued for. I would assume this is a location based problem but I frequently match with Russian, Ukranian, UK, and Polish players of 500-700 rank, but never with USA (or any other location) 1100 rankers. My current 1v1 rating is 1115 at time of writing this.
This came to a head last night when another 1100 ranker (demonstreamer666) asked for people to queue for ladder with him, and I was already queued. I confirmed with him he was queued and we both sat there for 30+ minutes without getting matched with each other or anyone else. FAF seems to prefer to give certain people no matches at all over matching them together, even if their ranks are nearly identical.

Regardless of what you think is going on, empirically I can confirm there are several players of my rank that I will never get matched with no matter how long we queue up together.
