Flag is determinated by your IP adress. You can only change it, if you change your IP adress (using VPN/porxy)

CPU score can't be changed.
CPU score is determinated by running a performance test when you join game, you can improve CPU score if you make sure to not run many things in background while joining game and not alt+tab while performance test is running.
You may also try overclocking your CPU / RAM
