I am pretty sure that is related to mass stall.
I tested and got similar results, however as soon as i start getting some mass acu starts draining power, or if there is not enought mass in can even drain different values, thought when you hover over ACU UI it always shows correct -7 mass and - 1** power (forgot exact number)
