Can't Assist Shields

Has this been removed? I've tried it with a few factions across a few games now... what's the deal?

The shield you're trying to assist is depleted ?
if i remember well, i think you can't assist a shield which is depleted.
The shield need to be active to assit it.
English is not my native language, so correct me if i make mistakes. thx
