Buildings not finishing construction

Hello, I recently returned to playing this awesome game. However, I recently encountered what appears to be a bug. Basically, whenever I order a building to be constructed, it has the growing animation with the swirling circle around it, but right when it reaches the end the animation simply lingers (the building is usable, but is extremely buggy and the swirling circle is still present.) This is extremely annoying visually, and I would greatly appreaciate it if someone could help me fix this iss. P.S. I have already uninstalled and installed it again.

UPDATE***: I have just discovered that the self-destruct command simply counts down to one, then nothing happens. This is very strange.
