Unit manager color scheme

I got my first look at the new unit manager, and I was wondering, why is it that the units which are restricted are greyed out?

Typically when one looks at the unit restrictions they want to see what units are not available. It would be more intuitive if the units that are restricted are shown in a color that catches the eye and the units which are available are shown in a more muted color.

I disagree and most of the time disabling something is represented using grayed out background/overlay. That's standard practice in UI design.
