Mod version management in the vault

Just a couple of suggestions to make managing mods on the vault easier. I came across these thoughts since lately I've been uploading many version of my "rks_explosions" mod to the vault, and people seem confused when a new version comes out (the newer one is not even displayed without hitting the search button, because it has 0 likes when it gets uploaded). This also prevents me from making hotfixes to an existing version, since it would require a version increment, and begin the confusion all over again.

Therefore I suggest we add two things:

#1: It should be possible to (optionally) overwrite an older version of a mod on the vault (and prompt everyone that uses the older version to download the newer one). For example, I upload V3 of my mod at one point. A few weeks later, I upload V4. The mod vault should not offer to download V3, but only V4, and when someone who still has V3 hosts a game, it would make them download V4 automatically. (if possible: V3 and older versions should only show up to the uploader, for backup reasons.)

#2: It should be possible to upload a "hotfix" to an existing version of the mod without increasing the version. (keep the version number the same as before the hotfix)

this is a good idea because i often have to downgrade my version of a mod after upgrading it because someone is hosting with an outdated version. its no big deal but kinda strange to keep changing the version
